Note: No interference in the processes 1) and 2) above can be allowed, lest foreigners interfere with the process of administration.
Others may describe politics as "the necessary evil"

Enforcement of law is fundamental to the maintenance of law.
If a government wishes to suppress enforcement of law because it has unlawful agendas on its books or in the pipeline (as did Mr. Blair in 1997 when he came to 10 Downing Street and immediately weaponised the Dunblane school shooting, contrary to his election statement that he would not do this) then the government will seek to suppress private ownership of firearms because it is not in the government's interests to leave the people with the capability of enforcing the law against an unlawful government - regardless of the constitution within which the said government and people live.
